Joint Chief Mediator works with Sudanese government and Justice and Equality movement (JEM) to discuss a draft agreement for a cessation of hostility which will then ideally lead to peace talks. While fighting continues in North Darfur, the parties slowly work with the mediator to hash-out the details of the cessation of hostilities.
It is essential for the mediator to prevent the parties from employing dilatory tactics in order to bring the parties together. Without this initial step, the parties cannot resume peace talks.
