Denver police officers found themselves in arbitration after contract negotiations ended in impasse. The police were asking for a three-year contract with no raise in 2013 but a 3% raise in 2014 and 2015. The independent arbitrator, Harry MacLean, said the union’s request was too costly given the recession and Denver’s budget gap.
